Low-Income Women's Access to Family Planning
All women should have access to basic reproductive health care regardless of their income, but the high cost of health care and health insurance makes family planning services unavailable to many women. Title X is the federal program that provides essential funding to family planning clinics that serve many low-income women. Also, some states are able to improve coverage for family planning services by applying for and receiving a waiver from the federal government's Medicaid program. States that obtain a waiver are able to expand certain eligibility requirements for Medicaid-funded family planning services and thus provide more women with access to this basic medical care. Wisconsin's Program Wisconsin's Family Planning Waiver Program provides contraceptive services and related reproductive health care services to eligible women in Wisconsin. Qualifications: • Women between 15-44 years old. • Legal U.S. resident living in Wisconsin. • Not a recipient of Wisconsin Medicaid, BadgerCare, or Healthy Start. • Monthly income of less than 200% of poverty line.. Services: • Routine reproductive health care visits • Birth control supplies and emergency contraception • Pregnancy testing and counseling • Pap smears and cancer screening • Sexually transmitted infection tests and treatment • Education and information including natural family planning Any Medicaid-certified provider can offer the Family Planning Waiver Program. Women can receive services from family planning clinics, health departments, physicians, nurse practitioners, and federally qualified health centers.
